Applicants Can Apply Online to Take the Exam Through December 28
The New York State Department of Civil Service (DCS) and the Department of Taxation and Finance (Tax Department) announced that the application period is now open for New York’s tax compliance representative and taxpayer services representative civil service exams.
The exams, which are used to fill titles in the New York State Department of Taxation and Finance, will be held as in-person written exam in February 2023. Qualified candidates can apply online until 11:59pm EST on Wednesday, December 28, 2022.

People interested in being considered for these tax representative positions within state government must first meet the minimum qualifications for the title or titles of interest and register for the civil service exam by submitting all the required information by December 28 here. The exams are multiple-choice tests and will be offered in February 2023. All candidates who are qualified to take the exam will receive an admission notice via mail approximately two weeks prior to the date of the written test. The admission notice will provide the candidate with details about when and where they are scheduled to appear, along with other pertinent information. Candidates will also receive a reminder email in advance of the exam.
The exams are used to fill the following titles at the Tax Department:
- Tax Compliance Representative 1 (Positions also exist at the Department of Labor)
- Taxpayer Services Representative 1
- Taxpayer Services Specialist Trainee 1
For each title, the exams will also be used to hire individuals with proficiency in Spanish. While the online exam is in English, those with proficiency in Spanish will be required to pass a language proficiency exam at the time of hire.
Tax Compliance Representatives and Taxpayer Services Representatives provide information and assistance to the taxpaying public. Positions interact with customers via inbound and outbound calls, and are responsible for the collection of delinquent assessments and returns or unemployment insurance payments if located at the Department of Labor. The starting salary for these titles is $43,648.
Taxpayer Services Specialist Trainees engage in a variety of training opportunities to develop skills to perform various technical activities that require an in-depth understanding and application of various tax laws. Trainees will also learn how to use automated processing systems in providing taxpayer information, assistance, and technical support. The starting salary for this title is $41,634.
