CNYRTA/Centro Announcement of Vacant Position Relief Service Supervisor (Full Time)
DEPARTMENT: Operations, Central New York Regional Transportation Authority
SALARY RANGE: Grade 5 – $49,183 to $54,973
Note: Starting salary to be determined by evaluation of experience and qualifications for the position and will be set at some point between the minimum and maximum of the pay scale.
HOURS: Position hours will vary depended on the needs of the Operations Department.
JOB SUMMARY: Responsibility to fill in as an inside and/or an outside supervisor of bus operators. Position includes the responsibility to dispatch work assignments and investigate accidents or incidents and complete associated paperwork completely and timely. This responsibility/role serves as an on the job training mechanism for potential advancement to Inside Service Supervisor or Outside Service Supervisor responsibility/role should a vacancy occur. Employees in the Relief Service Supervisor responsibility/role will be given preference in the selection process to fill a vacancy when an Inside/Outside Service Supervisor responsibility/role becomes available.
MAJOR DUTIES:
- Dispatch all regularly scheduled and extra work in a timely fashion.
- Schedule and assign work to extra list and day-off personnel.
- Monitor operators’ appearance, note violations of Company rules and regulations, recommend and initiate discipline in accordance with the labor agreement and Company rules.
- Coordinate operation of bus routes and special services via radio as necessary.
- Answer telephone, including responding to sick calls from drivers and Call-A-Bus customers.
- Post notices and communicate information to operators verbally and in writing.
- Monitor building security and alarm systems and take appropriate responsive action.
- Monitor condition of driver’s area.
- Check drivers’ accident and incident reports for content and completeness.
- Work with representatives of other departments, such as Maintenance and Service Development, to assure that all aspects of any particular piece of work are arranged properly.
- Keep operations department abreast of implications during shift and pass along relevant information to following shift(s).
- Complete daily work sheet, noting operators on vacation/holiday, day off, and sick list.
- Prepare roll call sheet for the following day.
- Complete roll call sheet and extra payroll for current day.
- Monitor part time operator’s hours to ensure compliance with labor agreement.
- Prepare work sheets and operational plans for special events as State Fair, Carrier Dome, etc.
- Investigate accidents; deal effectively with police officers at scene; prepare appropriate summary of accident, including all data and photographs; interview witnesses and parties involved.
- Control bus traffic movements through visual and radio monitoring; take necessary measures to correct service problems.
- Monitor compliance with NYS Vehicle and Traffic Laws; take appropriate measure; note violations on forms provided.
- Monitor and supervise loading and traffic at schools, special events, and other activity centers.
- Monitor and evaluate road conditions during inclement weather.
- Provide correct information to the public as required.
- Monitor and document on appropriate forms such information as running times, loadings, condition of shelters and signs.
KNOWLEDGE REQUIRED BY THE POSITION:
- Ability to exhibit good written and verbal communication skills.
- Ability to supervise subordinates and organize work functions.
- Ability to effectively deal with customers under difficult circumstances.
- High school diploma or equivalent is required. Two years of college (in a management-area discipline) is preferred; the equivalent in transportation or personnel experience may be substituted.
- Knowledge of transit routes, services, schedules, fares, equipment, and employee duties and responsibilities.
- Knowledge of authority policies and procedures.
- Knowledge of city streets and surrounding areas serviced by CNYRTA.
- Knowledge of relevant state and federal laws and traffic regulations.
- Knowledge of union contract requirements.
- Knowledge of dispatching procedures.
- Skill in investigating and assessing accidents and incidents.
- Skill in operating office equipment such as a computer, copier, calculator and facsimile machine.
- Skill and knowledge of radio/communications equipment; with knowledge of the radio codes used in public safety work.
- Skill in performing basic mathematical calculations.
- Skill in maintaining records and preparing reports.
- Possess excellent oral and written communication skills.
