CNYRTA/Centro Announcement of Vacant Position Payroll and Accounts Receivable Accountant (Syracuse)

DEPARTMENT: Accounting, Central New York Regional Transportation Authority

SALARY RANGE: $49,183 – $54,973

Note: Starting salary is determined by evaluation of experience and qualifications for the position.

JOB SUMMARY: This new position is responsible for being the dedicated backup to the Payroll Accountant and complete various accounts receivable tasks.

MAJOR DUTIES:

  • Assist the Payroll Accountant with maintaining payroll information by directing the collection, and calculation of weekly payroll for 500+ employees.
  • Assist with paying employees by directing the production and issuance of paychecks or electronic transfers to bank accounts.
  • Assist with preparing payroll reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
  • Assist maintaining employee confidence and protect payroll operations by keeping information confidential.
  • Communicate with Revenue Contracts and Service Development regarding revenue contract rate increases to ensure customers are billed accurately and timely
  • Assist with timely and accurate recording of accounts receivable transactions in Abila, including invoices for services and/or contracts, cash receipts and other related transactions.
  • Assist with monthly Aged Receivable reviews and facilitate collection efforts per the Accounts Receivable Collection Policy. Communicate to management all collection problems and suggest write-offs as needed.
  • Support accounting staff as needed.
  • Perform other Payroll related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

Education/Experience: Bachelor’s Degree in Finance, Business Administration or Accounting with 2 years of experience in related fields.

  1. Knowledge and thorough understanding of Generally Accepted Accounting Principles (GAAP and Government Accounting Standards Board (GASB) standards and pronouncements.
  2. Experience in payroll and accounting software.
  3. In-depth understanding of payroll procedures, laws, taxes and best practices for payroll management.
  4. Keen awareness of ethics and understanding of ethics requirements as they apply to accounting functions.
  5. Knowledge of the principles and practices of finance.
  6. Knowledge and thorough understanding of internal control principles and practices.
  7. Knowledge of transportation industry standards and practices.
  8. Knowledge of CNYRTA and department policies and procedures including ability to recognize performance trends and establish general protocols to respond to those trends.
  9. Skill in planning and organizing work independently.
  10. Skill in oral and written communication.
