DEPARTMENT: Administration, Centro of Oneida
SALARY RANGE: Grade 4 – 44,653 to 49,910
Note: Starting salary is determined by evaluation of experience and qualifications for the position.
JOB SUMMARY: This position is responsible for providing administrative support to the departments: Human Resource, Maintenance, Operations, and the Centro Oneida Hub. This position is non-exempt.
MAJOR DUTIES:
- Performs administrative duties for the Maintenance and Operations department along with the functions of Human Resources in Oneida.
- Supervises and evaluates subordinate personnel.
- Acts as a backup to the Office Clerk at the Hub.
- Oversees the money room and reconciles petty cash reports.
- Acts as the liaison between Centro of Oneida and HR for employee benefits including active and retirees: medical/dental insurance, vision benefit, pension, and life insurance.
- Oversees the creation of personnel files and sends to HR where they will be maintained.
- Facilitates workers compensation and NYS disability paperwork and submits to Syracuse HR. Directs updated medical records, and notes to HR. Manages the return to work process for all Oneida employees.
- Facilitates the Family Medical Leave Act (FMLA) paperwork to Syracuse HR. Provides employees with applications, tracks (FMLA) time used and available in the payroll system.
- Responsible for scheduling quarterly random drug testing, post-accident testing, return to work testing, and reasonable suspicion testing under FTA regulations and Company Policy.
- Maintains and updates the employees who have access to Central Security cards to open/close the building.
- Oversees the hours worked for the Security Guard at the Oneida Hub, approves monthly invoices, and then submits to Accounting for payment.
- Reconciles Global gas receipts for the monthly billing and then submits to Accounting for payment.
- Reconciles the monthly Corporate bills for Oneida and submits to the Senior Director of Operations for authorization.
- Receives and secures employee notices of harassment and forwards to HR for investigation.
- Verifies the employee weekly payroll for Oneida.
- Maintains weekly absentee reports, including employees on vacation, sick leave, floating holidays, personal days, disability, workers compensation and Family medical leave for all represented employees.
- Assist in the investigation of customer complaints for the Operations department.
- Creates, updates, and maintains all procedure manuals for the Oneida office.
- Assists with the Internal Control process for Oneida.
- Oversees the Vesid and College pass programs.
- Perform other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Education: High School Diploma or GED Equivalent required; Associates Degree preferred or equivalent combination of education and applicable experience.
- Knowledge of contemporary office practices and procedures.
- Knowledge of Authority policies and procedures.
- Skill in maintaining reports and files.
- Skill in operating a computer, calculator, copier, facsimile machine, and other office equipment.
- Skill in interpersonal relations.
- Skill in oral and written communication.
- Ability to speak clearly and communicate politely and professionally with the public in person and over the phone.
