SPD: Several Arrested, Including A 15-Year-Old Male Arrested Twice Within 11 Days For Loaded Handgun Possession

On Monday, February 28th, 2022, at around 4:48 P.M., Detectives wi​th the Gang Violence Task Force, Narcotics Division and Intel Division observed a stolen vehicle in the parking lot of 2121 E. Fayette Street that was occupied by several males. As Officers tried stopping the vehicle, the stolen vehicle fled, striking a police car that was close by and continuing on. Officers gave chase, and the vehicle fled for several minutes.

Guns from Feb 28th

During the pursuit, a loaded firearm was tossed from the vehicle along with numerous amounts of illicit drugs. At one point during the pursuit, near the area of 100 Springfield Road, a passenger, later identified as Davon O’neal, 24, exited the vehicle and tried to flee on foot. O’neal was quickly apprehended. The stolen vehicle continued on, and the pursuit continued until it ended near Boston Street and Northcliffe Road, where two occupants stopped the vehicle, and tried to flee on foot.

Both male occupants were quickly detained after a short foot pursuit.  One of the occupants that fled, the driver, a 15-year-old male was found to be in possession of a loaded Glock handgun.   The other occupant who fled was identified as Rasir Baker, 22. The following charges stemmed from this incident:

Davon O’neal arrested and charged with:

  • Two counts of Criminal Possession of a Weapon in the second degree a class C felony,
  • Two counts of Criminal Possession of a firearm a class E felony,
  • Criminal possession of a Weapon in the third degree a class D felony,
  • Criminal Possession of a Controlled Substance in the third degree a class B felony, two counts of PL-Criminal Possession of a controlled substance in the seventh degree a class A misdemeanor,
  • Unauthorized Use of a Motor Vehicle a class A misdemeanor.

Rasir Baker arrested and charged with:

  • Two counts of Criminal Possession of a Weapon in the second degree a class C felony,
  • Two counts of Criminal Possession of a firearm a class E felony,
  • Criminal possession of a Weapon in the third degree a class D felony,
  • Criminal Possession of a Controlled Substance in the third degree a class B felony, two counts of PL-Criminal Possession of a controlled substance in the seventh degree a class A misdemeanor, Unauthorized Use of a Motor Vehicle a class A misdemeanor.

15-year-old male arrested and charged with:

Gun allegedly belonged to 15 year old, from February 17th incident.
  • Two counts of Criminal Possession of a Weapon in the second degree a class C felony
  • Two counts Criminal Possession of a firearm a class E felony
  • Criminal possession of a Weapon in the third degree a class D felony
  • Criminal Possession of a Controlled Substance in the third degree a class B felony
  • two counts  Criminal Possession of a controlled substance in the seventh degree a class A misdemeanor
  • Unauthorized Use of a Motor Vehicle a class A misdemeanor.

​***On Thursday, February 17th, 2022 at around 1:37 P.M.,   the same 15-year-old male was observed with a handgun and arrested in a store located in the 2200 block of E. Fayette Street. In that case, the 15-year-old male was arrested for several firearm charges and released to a parent on an appearance ticket. *​
