Sealed bids will be received by the Village of North Syracuse at the Village Hall located at 600 South Bay Road in North Syracuse, New York until 10 a.m. on Tuesday October 9, 2007, at which time they will be publicly opened and read.
The work site is located along South Main Street (US Route 11) within the Central Business District of the Village of North Syracuse, Onondaga County, New York.
The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion the work shown on the plans and described in these specifications including, but not necessarily limited to the following: Selective demolition and removal of existing concrete sidewalk, curbing, pavement, and landscape material; installation of concrete sidewalk, curbing, pavement, and maintenance and protection of traffic.

Complete sets of the drawings, specifications and bid forms may be obtained from the Village Clerk of the Village of North Syracuse located at 600 South Bay Road, North Syracuse, New York, in accordance with the Instructions to Bidders; upon deposit of $50.00 for each complete set of contract documents. Checks shall be made payable to the Village of North Syracuse.
In order to be considered for a full refund, the complete set of Contract Documents and the Refund Form must be returned to the Village of North Syracuse within 30 days following the bid opening and unmarked, in good condition.
All bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope. This is a unit price bid as described in the Instructions to Bidders. No Bidder may withdraw his bid within forty five calendar days after the actual date of the opening thereof. Each bid must be accompanied by a bid security in the amount of five percent of the base bid in accordance with the Instructions to Bidders.
This project is funded by a grant from the Onondaga Community Development Division. The project cost will be financed with federal money. Bidders will be required to commit themselves to a goal for minority business participation in the Contract.
The successful Bidder will be required to complete those forms and requirements necessary to comply with the Onondaga County Community Development Division.
The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR Part 60-1, 33 F.2 7804).
The successful Bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price.
The successful Bidder will be required to complete those forms and requirements necessary to obtain a NYSDOT Highway Work Permit.
Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or Conditional Bids.
