Orange Street Roadway Reconstruction Project
in the
VILLAGE OF MARCELLUS
ONONDAGA COUNTY, NEW YORK
The project encompasses the demolition of approximately 18,500 square feet of oil and stone roadway and reconstruction of the road surface which will include new sub-base, new binder and new wearing surface. New granite
curbing will be installed in select locations along the roadway. In other locations existing stone curbing will be left in place and in some locations existing stone curbing will be retained but will require removal and resetting. An existing sidewalk will require demolition and a new sidewalk will be constructed in its place. The project also involves the installation of a new 8 inch storm sewer pipe to replace an existing deteriorated pipe. A new catch basin will also be installed to replace
existing catch basin. The project is located on the east end of Maple Street and along Orange Street from Maple Street to Main Street in the Village of Marcellus, Onondaga County, New York.
This project is funded
in part by a grant from the Onondaga County Community Development Division.
Copies of the Project documents may be obtained at the OFFICE OF THE VILLAGE CLERK upon a payment of $25.00 for each set. A $20.00 postage and handling fee will be charged for the mailing of the documents. The $25.00
fee is non-refundable.
Bids must be submitted on the forms furnished, and must not be detached from the Contract Documents book. Bids must be submitted in full contract document booklets received from the Owner. Bids may not be submitted on
contract documents or bid forms reproduced in any manner from other sources. Bids must be accompanied by a deposit via certified check or bank cashier’s check, made payable to the Village of Marcellus, or a bid bond, in the amount of 5% of the total bid. A Statement of Surety’s Consent must accompany each bid. Failure to submit a bid bond or
certified check with the bid will result in automatic disqualification of the bid. Failure to submit a bid on the forms furnished by the Village or submittal of forms detached from the Contract Documents book will result
in automatic disqualification of the Bid.
The successful bidder must furnish a Performance Bond and Labor and Materials Bond each for an amount not less than 100% of the Bid price.
Packages containing the Bids must be sealed, marked and addressed to the Village Clerk, Village of Marcellus, 6 Slocombe Avenue, Marcellus, New York 13108 and marked with the words “Bid for the Orange Street Roadway Reconstruction Project, Contract No. MR-08-01.”
The Owner reserves the right to revise or amend the Contract Documents prior to the date set for opening Bids. Such revisions and amendments, if any, will be announced by Addenda. The Village also reserves the right to reject all Bids received.
A Pre-Bid Conference and site visit will be held at the Village Hall, 6 Slocombe Avenue, Marcellus, New York 13027 on April 18, 2008 at 10:00 a.m. local time.
Pursuant to State law, the Village of Marcellus is exempt from payment of sales and compensating use taxes of the State of New York on all materials, equipment and supplies sold to the Village under this contract.
Also exempt from such taxes are purchases by the contractor and his subcontractors on materials, equipment and supplies to be sold to the Village under this contract, including tangible personal property to be
incorporated in any structure, building or real property forming part of the project. These taxes are not to be included in the Bid.
This contract is subject to compliance with Article 8 of the New York State Labor Law regarding prevailing wage rates.
This project is funded (in part) by a grant from the Onondaga County Community Development Division. $87,500 of the project cost will be financed with Federal money.
Bidders will be required to commit themselves to a goal for minority owned business and woman owned business enterprise (W/MBE) participation in the completion of this project Before this contract is awarded, the lowest responsible bidder shall be required to attend a pre-award conference. During this pre-award onference, the Community Development Division of Onondaga County will
review with the contractor the program requirements that must be met, including but not necessarily limited to, M/WBE participation requirements, equal employment opportunity/affirmative action and labor standards provisions.
